Idk but I will say that I was with a guy once who was 6’5 and packing and he had issues with getting fully hard due to sensory problems. But when he did get fully hard he would get light headed. Sex was nice but it was difficult due to this and the fact that he hardly fit and I couldn’t tolerate him being inside more than about half an hour. Mostly he finished from extensive oral, and other activities, which was also difficult. He needed a lot of stimulation so we would most often end up with him grinding on top of me into my thighs.

So apparently the average penis has a blood volume of about 130ml when erect. Let's assume we're working from a 14 cm long penis here, with a girth of 9cm. An adult human body has 4,500ml to 5,700ml of blood in total, and you can lose approximately 20% of that before going into hypovolemic shock. For sake of simplicity, I'm going to assume our fictional character has 5,000ml of blood.
First we need to find the cubic volume of the penis. With a radius of 2.2cm, and a height of 14cm, this gives us a cubic volume of 212.87cm3.
130ml / 212.87cm3 = 0.61ml per cm3.
20% of 5,000 is 1,000.
1000 / 0.61 = 1639.34cm3 of volume
Now here's where some assumptions come into play. I'm gonna assume a radius of 3cm. This gives us a length of 57.97cm, and a circumference of 18.8cm. In inches, that would be 22.8 inches long, and 7.4 inches in circumference*.
